Conference on
Arkansas’s Constitutional Heritage
Arkansas Supreme Court Historical Society

“Arkansas’s
Constitutional Heritage” is the focus
of the annual conference of the Arkansas Supreme Court Historical Society on
Friday, September 8, 2006 at the Justice
Building. The conference features lectures by prominent
Arkansas constitutional scholars, the
dedication of an exhibit displaying the historic constitutions of the State of Arkansas, and a general
membership luncheon meeting of the Arkansas Supreme Court Historical Society.
U.A.L.R. Bowen School of Law Professor Scott Stafford
will kick off the conference program at 9:15 a.m. with “An Overview of
Arkansas’s Constitutional History.” At
9:45 a.m., the Hon. Morris Arnold, 8th Circuit U.S. Court of Appeals
Judge, will speak on “Pre-Constitutional Arkansas,” and at 11:00 a.m., Arkansas
Tech History Professor Thomas A. DeBlack will talk about “The Arkansas
Constitution and the Brooks Baxter War.”
At
noon, there will be a general membership luncheon meeting of the Arkansas Supreme
Court Historical Society. Then, at 1:00
a.m., Frances Ross, President of the Arkansas Supreme Court Historical Society,
and Wendy Richter, Director of the Arkansas History Commission, will preside over
the dedication of an exhibit of the original four historic Arkansas constitutions from the Commission’s
historical artifacts collection. This
will be followed by the afternoon lectures, starting at 1:30 p.m. with Russell
Baker, Archival Manager for the Arkansas History Commission, addressing “The
Art of Preserving Our Constitutional Heritage,” and continuing at 2:00 p.m.
with U.A.L.R. Professor Emeritus Cal Ledbetter surveying “Interesting Arkansas
Constitutions and Why They Failed.” The
closing lecture will be delivered at 3:00 p.m. by Nancy Belhouse Maya, U.A.L.R. Bowen School
of Law Professor, on “New Judicial Federalism and the Arkansas Constitution.”
All
events will be held in the Justice
Building, 625 Marshall Street

on the State Capitol grounds. The
